Founder, CEO and Innovation Officer of PARTICLE-SUMMARY and EDGENEERING, two SMEs based in Portugal, devoted to develop solutions for healthcare, mobile situational awareness, civil security and remote monitoring systems requiring high-availability and reliability. Member of the Scientific-Technical Council of the City of Lisbon’s ReSist, involved in the advise and recommendations of innovative solutions and approaches for building and infrastructure risk assessment. Actively involved in European funding research, including idea generation, proposal writing, research coordination and execution. Experience as principal investigator of experimentation research projects on network-enabled environments, new C2 approaches and C2 agility subcontracted by the U.S. Naval Postgraduate School and held in partnership with the Portuguese Military Academy. Graduated in Electronics and Computer Sciences by the Technical University of Lisbon, Post-Grad and MSc. in Information Warfare/Competitive Intelligence by the Portuguese Military Academy and PhD in Earth and Space Sciences at the University of Évora. Collaboration with several NATO groups NATO SAS and NIAG studies: SG-102/103: Soldier Systems Interoperability; SG-115: NEC Infrastructure for dissemination of ISR data; SAS-065: NATO NEC C2 Maturity Model; SAS-085: C2 Agility; SAS-104 (C2 Agility: Next Steps); SAS-143 (Agile Multi-Domain C2 of Socio-Technical Enterprises in Hybrid Operations); IST-118 (SOA Recommendations for Disadvantaged Grids in the Tactical Domain); IST-150 (NATO Core Services profiling for Hybrid Tactical Networks); IST-176 (Federated Interoperability of Military C2 and IoT Systems) and IST-201-RTG (''Federated Communication and Collaboration Services at the Tactical Edge'). Authored and contributed to several papers and book chapters on Command and Control, ELICIT Experimentation, Social Media, Sensor Networks, IoT and Emergency Services. Married, have a daughter and lives in Lisbon, Portugal.
