Dr. Normand has provided a foundation for health data science in the measurement of quality and equity in health care and in the evaluation of the safety and effectiveness of medical devices. Her research has enabled statistically reliable assessment of health care providers (hospitals, health plans, etc.); of geographic and racial/ethnic health care disparities; and of the safety/effectiveness of medical devices. She pioneered Bayesian approaches for measuring hospital quality using tail-area probabilities and shrinkage estimators. This moved policy researchers away from testing for excess variation to actionable information informed by quality estimates. Dr. Normand established and directed the Massachusetts Data Analysis Center to measure and publicly report on hospital cardiac surgical care in Massachusetts for 15 years. This work was supported by the Massachusetts Department of Public Health. Her work in Bayesian modeling provided the groundwork for establishing objective performance criteria in the evaluation of medical devices, enabling expedited device approval and enhanced safety surveillance. Her approaches to causal inference for comparative effectiveness and safety research laid the foundation for the PCORI methodology standards. Dr. Normand’s methodological innovations have been widely adopted by policymakers including the Centers for Medicare & Medicaid Services; FDA's Center for Devices & Radiological Health; the Massachusetts Department of Public Health; the American Heart Association; the Society of Thoracic Surgeons; and the Federal Motor Carrier Safety Administration. An important aspect of Dr. Normand’s academic contributions is in the area of training. Her teaching activities included the development and instruction of courses on: multiple regression for the School of Public Health’s Health Policy and Management students; Bayesian Methods for Biostatistics to graduate students in the Department of Biostatistics; and Statistical Methods for Psychiatry for Biostatistics and Epidemiology in the School. She has also supervised statistics postdoctoral fellows, economics fellow, graduate students in the areas of biostatistics, health policy, and psychiatric epidemiology.
