Carlos Alberto Nogueira Garcia da Silva graduated in Physics Engineering from Instituto Superior Técnico in 1992. He subsequently completed a Master's degree in 1995, followed by a Ph.D. in 2000 and a Habilitation in 2013, all in Physics from the same institution. His main research interests include nuclear fusion science, engineering, and technology, with a research methodology that combines data analysis with diagnostic operation and development. His research has spanned various fusion devices across Europe, where he regularly participates in experimental campaigns. Since 2024, Carlos Garcia Silva has served as a Coordinator Researcher at IST (joint appointment between the Department of Physics and the Department of Engineering and Nuclear Sciences). As the Deputy Leader of the Experimental Physics Group, he oversees diagnostics and physics studies. Carlos Garcia Silva has coordinated and participated in various EUROfusion tasks, assuming the role of scientific coordinator for experiments at Joint European Torus (JET, UK) and ASDEX Upgrade (Max-Planck-Institut für Plasmaphysik). Additionally, he coordinates the IPFN contribution to ASDEX Upgrade on reflectometry diagnostics, encompassing both diagnostic development and physics studies. Carlos Garcia Silva supports the Master and PhD programs at IST, where he is responsible for the Master course on plasma diagnostic techniques and the PhD course on diagnostic methods for plasmas. Furthermore, he is a member of the Governing Board of the APPLAuSE PhD program. He has supervised or co-supervised ten PhD theses and seven Master's theses. Carlos Garcia Silva has been actively engaged in IPFN administration since 2003, contributing to both the directive board and executive committee. In 2013, he assumed the role of IPFN vice-president for administrative affairs. From 2005 to 2013, Carlos Garcia Silva served as the secretary of the Association EURATOM/IST Steering Committee. Additionally, he has held various positions, including being a member of the European Fusion Development Agreement Administrative and Financial Advisory Committee (EFDA/AFAC) from 2001 to 2007, a member of the Fusion for Energy Administrative and Financial Committee (F4E/AFC) in 2011-2012, a member of the EUROfusion Science and Technology Advisory Committee (STAC) from 2014 to 2016 (returning in 2025), and a Board member of the EPS Plasma Physics Division since 2016. Carlos Garcia Silva has co-authored over 190 publications in international scientific journals with referees, with thirty of them as the leading author. He has delivered twenty oral presentations or invited contributions at international conferences. According to the Web of Science, his h-index is 37, and his publications have accumulated over 4600 citations.
